I am trying to locate my first cousin whose birth name is Charles Allen Maxwell. He was born May 26, 1948 somewhere in California. His birth mother who was my aunt, Dorothy Tiller Maxwell died when he was approximately 6 years old. None of the family could/would take him so him. I was only 13 at the time but have never forgotten about him. I have found childhood pictures of him in my father’s belongs. The last one is on his 6th birthday, May 25, 1954. I think his birth father’s name was Charles Maxwell. I think my cousin may have become a ward of the state of California, put in foster care, perhaps adopted. Can anyone help me?
